Teqc has to be run on a command line, i.e. clicking on Windows' teqc
executable icon wouldn't do anything. On XP (and 2000, and NT, I think),
go the "Start" icon, click on it, and then click on "Run". Open up
a "cmd" window, which is an emulation of the old DOS command line.
Run your teqc commands in the XP cmd window.
