[teqc] teqc to go open source

All,
Teqc will soon go opensource. The current plan is that the
UNAVCO Facility will provide teqc source "as is", meaning that --
unless someone objects -- it will include all code for reading
the various manufacturers' formats (up to whatever point teqc
has been developed to do so), which includes:
AOA:
ConanBinary
TurboBinary
Ashtech:
RS-232 "stream" or "MBEN" format
B/E/S/D files
R-file
U-file
BINEX (micro-Z)
Javad:
JPS format
Leica:
"DS" file format
LB2
MDB
Topcon:
TPS format
Trimble:
.dat (and .mes) download format
RT17
TSIP (limited)
BINEX (4700; NetRS)
TI-4100:
"ROM" format
GESAR and BEPP/CORE
NavCom:
(binary; not sure what this format is called)
Rockwell:
Zodiac binary
Canadian Marconi:
Allstar binary
Motorola:
Oncore binary (limited)
plus reading of non-manufacturer specific formats:
RINEX
BINEX
ARGO
JPL Soc format
IGS RTigs format
Unless we hear otherwise from one or more manufacturers, we
will proceed with this plan toward the end of January 2005.
