The correct answer to all of this is really to fix the faulty RINEX reader.
The lines being removed are all standard RINEX.  (In fact, there are even
more complex variations: see e.g. Table A7 in
http://www.unavco.org/facility/data/docs/rinex210.txt )
Ad hoc RINEX modifications using gred, sed, Matlab, etc. are not
the long-term answer -- just a short-term temporary workaround -- and
unless you really know what you are doing could easily result in producing
incorrectly formatted RINEX.

And, no, I will not modify teqc to completely remove all indications of
RINEX splice points, and a RINEX comment line is really the only way to do it.
(Being able to identify these points is sometimes important.)  What you get
with -phc is the minimum I'll allow.
