[teqc] dumb clock questions

Attached are several summary files with issues that seem to fall under
the general category of clock steering or lack of it.

The source rinex/dat files for BDZG and BOND (actually the same site; see
ftp://ftp.panga.cwu.edu/private/bdzg_issue) do not show many (or any) of
the millisecond clock resets typical of Trimble receivers, and teqc
reports clock drift of 0.  But there are plenty of "C"s in the satellite
summary chart, which I presume occur where the millisecond resets would
normally be.  The "grmd" file (see ftp://ftp.panga.cwu.edu/pub/data/recent
for rinex) looks similar but in this case I think the rinex was written by
Leica's Spider software.

Assuming this is due to "clock steering", does this indicate clock
steering is "on" or "off"  in Trimble's world?  I.e., is tracking the
millisecond resets "clock steering" as clockprep.txt suggests, or is
adjusting the timestamps to conform with GPS time (resulting in
range/phase steps) "clock steering"?  Or none of the above?

DESCRIPTION
Some receivers with cheap internal  oscillators  like  the 
Ashtech or Trimble receivers have "steered clocks" - clocks which are
periodically reset to keep them within 1 millisecond of  GPS  time.
The reset  is actually  done  with  a  software counter, and the clock
adjustement is always +1 or -1 millisecond.  Note that the  TurboRogue
receiver  does not steer it's clock in the same way.
 
These  receivers  do  not output a physically consistent set of observ-
ables. Due to the clock  behavior,  the  phase  and  range observables
should  both  have  a sawtooth clock signature; however, only the range
observables have the sawtooth. The phase is computed based on
the true oscillator, without the offsets introduced by the clock
adjustments.
 
The programs currently used to convert the raw data files to RINEX for-
mat change the observables, but also do not produce a physically  con-
sistent set of observables. The standard approach is to change the time
tag of the data when the receiver adjusts its clock. The sawtooth clock
is  removed  from  the code observables. Some RINEX files may have been
converted differently; these files are simply a  transcription of  the
raw data file, with no changes to the time tags or the observables.
 
NOTE:  Failure  to  run  CLOCKPREP  on a file from a Trimble or Ashtech 
receiver converted to RINEX in the standard way will result in a solu-
tion  that  is  WRONG,  but has no obvious symptoms of wrongness, other
than a comparison to a correct solution. The solution  will  be
biased primarily  in the east component. Residuals will appear normal.
This is an insidious problem, and it arises because of the change of
time  tags-  this  appears to produce a physically consistent set of
observables, but the altered time tags will result in biases to the solution
due to earth and satellite motions.
 
CLOCKPREP  determines  what (if anything) must be done to the file, and
produces a physically consistent set of observables. If necessary,  it
corrects  the  time  tags  back  to their proper values and
adjusts the observables if necessary. If CLOCKPREP has  already  been  run,
or  if there are no clock offsets in the file, a warning message is
printed an execution is stopped.
