[teqc] dumb clock questions

I had sort of ruled out hardware since different receivers gave
essentially identical results, but I guess there could have been something
wrong with both setups.
Clockprep seems to fix the files. I don't have any experience/expertise
with it, but some of the output is below. It seemed curious that all the
offsets in range are close to, but not exactly 1 msec. Do you know if
this is normal?
