First, get the 1 Sept 2005 version (executable build of your choice):

When I try it (on some test files):

so it clearly works sometimes.  Maybe it's an issue with some particular
build (for Linux, Windows, ??), or particular to the RINEX NAV files you
have.  (Hard to say at this point.)

You might try:

teqc +v brdc2720.05n brdc2730.05n

Does this terminate cleanly? I.e. something like:

[2566] teqc +v h*.02n
! Notice ! GPS week in RINEX GPS NAV = 1154; (default) GPS week = 1343
teqc: holb052c.02n readable as RINEX V.2.10 format
teqc: holb052d.02n readable as RINEX V.2.10 format
