'-set_mask #' only takes effect during the qc operation, i.e.
using '+qc', and is briefly described in the help, 'teqc +help'.
Basically it means that no data below the mask will be included
in the qc analysis. It does nothing -- as you've noted -- during
a translation, e.g. to RINEX or BINEX.
