You should be using at teqc version on or after 14 Nov 2005, and when
you do the qc you need to include `+C2` because the RINEX file is (or
should be) version 2.11.  (The `+C2` is needed to read or write C2 --
until teqc switches to being dealing with 2.11 by default.)
