[teqc] Request for vertical totel electron content from teqc software

Teqc doesn't compute VTEC.  There is a "tec" option, but this is just a
simple rescaling of the ion combination that we stuck in years ago as an
experiment.  I think the value you'd get out would be equal or be close
to the VTEC for an SV an 90 degrees elevation, but that rarely happens.
