[teqc] More than 14 svs

Dear all,

RINEX Format paper says "If more than 12 satellites: Use continuation  
line(s)".

If we get 11 satellites and RCV CLOCK OFFS APPL option is 1, RINEX  
OBS is as
follows;

If we get 14 satellites, how is clock offset described?
first line? or second line?
