[teqc] Regarding elevation and Azimuth file

The correct command would be:
teqc +qc -nav brdc3020.03n iisc3020.03o
(use "-nav" to input an existing RINEX nav file during qc;
use "+nav" to output a RINEX nav file during translation)
But even this is no guarantee; teqc has to be able to determine
the antenna position in order to then compute the elevation and
azimuth to the GPS SVs.
