[teqc] latest development version of teqc on-line (20 July 2006)

The latest development version (2 July 2006) of teqc is on-line:

The main fixes and changes since 29 June 2006:

* When reading Topcon TPS/Javad JPS format, teqc should now
deal with a [||] terminating message, a [::] terminating message,
or neither terminating message for an epoch.  (The redundant
cases of termination with [::][||] or [||][::] haven't yet
been tested, though.)

* When reading a Topcon TPS/Javad JPS file collected just after
the NVRAM is cleared on the receiver, there may be one or more
[RD] messages having a date of 1 Jan 1988 which have caused teqc
to not read the rest of the file correctly.  Epochs with an
[RD] date of 1 Jan 1988 or earlier are now skipped and this
appears to fix the reading problem.

* A long-buried bug that was causing the Borland build to crash
when doing "+qc +eepx" or "+qc ++eepg" -- I think -- has been fixed.
(There may have been some other +qc side-effects in other builds.)

* A possible buffer overflow in reading u-blox UBX messages has
been found and fixed.  This was causing real grief for the
Borland build, and may have been causing other builds to
terminate a read of UBX too early.
