[teqc] rt17/glonass issue

Andy,

... and you _won't_ have any success reading Trimble .dat or RT17
formats with GLONASS with teqc for quite a while.  I've asked Trimble
several times now for the specs on how GLONASS is stored in these
formats from a NetR5 or R8 but I've not received any info from Trimble
to date.
