[teqc] time to switch to +smtt as default?

His option 1 is the current default teqc (`teqc -smtt ...`)
and option 2 is the proposed default teqc (`teqc +smtt ...`).

Short answer: -smtt outputs RINEX w/ time tags in local receiver time
(synced to GPS time at the start of the input raw file);
+smtt outputs RINEX w/ time tags in GPS time.  Both flavors of
RINEX conform to the RINEX specification.
