[teqc] latest development version of teqc (soon-to-be) on-line (12 Dec 2006)

The latest development version (12 Dec 2006) of teqc will soon be on-line:
http://facility.unavco.org/software/teqc/teqc.html#executables
(probably Monday, 18 Dec, or Tuesday, 19 Dec -- as soon as our webmaster
gets back from AGU).

The main fixes and changes since 26 Sept 2006:

* teqc will now operate with "+smtt" logic for reading of raw data
by default; if the original -smtt logic is desired, explicitly use
"-smtt" option  (see http://ls.unavco.org/pipermail/teqc/2006/000414.html )

* some BINEX fine-tunings

* time-windowing translation of raw data will now effect the output
of RINEX NAV file creation, i.e. ephemerides with time-of-clock before
the time window start are excluded from the RINEX NAV file

* final code abstracting of primitive types (double, float, int, ...),
plus attention to have correct functionality on all compilers whether
char primitive is signed or unsigned

* Solaris Sparc 5.9 and 5.10 builds (5.9 build should run on 5.10 AOK,
but not vice versa)

* build for Linux Viper/ARM processor for PC-104
