[teqc] Request information about splicing files

Dear Jean Paul cardaliaguet,

teqc was written to prevent users from combining files in the wrong 
order.  In this case, the 2 rinex files have a small overlap and 
therefore the splicing doesn't work.  If you remove the epochs that 
overlap, then the error message should go away.
