[teqc] FCN of Glonass R17 satellite

Uwe,

You'll have to send me a sample file or two so I can look at them.  Send
the files to me, not the teqc list.  If this is occurring with both Javad
JPS and Leica data (MDB format?), I'd need a sample of both.
