[teqc] FCN of Glonass R17 satellite

Dear Lou,
  I too see the same problem with LEICA MDB format.
With TPS data
I get different message.
  ! Warning ! Topcon TPS with possible non-standard message starting 
with  [-]
  ! Warning ! Topcon TPS corrupted data or mis-partsing by teqc

The TOPCON is from a TPSG3_A1 with firmware 3.2
  I only have receivers with firmware 3.2 so I cannot see if this is a 
new or earlier error message.
