That's what the RINEX specification has required since the first receiver
capable of tracking more than 12 SVs (probably the first GPS/GLONASS rxs);
see http://www.aiub-download.unibe.ch/rinex/rinex211.txt in Table A2:

Then some of your users must have non-compliant software wrt the RINEX spec.
