Not if their RINEX reader was written correctly to begin with! :)

This isn't anything new.  Like I said, the RINEX spec was written
to handle more than 12 SVs -- as specified below -- going back to
at least version "2" (that's before any "2.xx"):

which is dated 1993. So this has been the way to format the SV listing
for at least the past 15 years in RINEX.  If your users have post-processing
software that can't read RINEX with more than 12 SVs, then the RINEX reader
in that software has a very long-standing bug that needs fixing.
