[teqc] help with windowing

Ok, those are the start and end GPS times of file 57730230.09o, so

teqc -st 2009-01-23-21:29:08 -e 2009-01-23-23:36:31 57730230.09o > t0230.09o

should produce a valid RINEX file.  I have no explanation for
the failure.  Have you tried the windowing command line manually
in a cmd window?
