[teqc] ionosphere parameters at navigation header massage from uBlox raw data

thanks lou,

after doing what you said, i found the ionosphere and utc values at the
stderr.

Since i havent found a way to tell the receiver to ouput the AID-HUI massage
automaticlly, it is a solltion.
