[teqc] teqc w/ new Javad receiver data

Teqc users with new Javad receivers,

New Javad receivers will probably create JPS data that will cause
teqc versions prior to 2009Apr21 to crash with a segmentation or
memory fault.  This was first discovered when Javad engineers were
trying teqc with new data back in April and quickly fixed, and
now the same problem is showing up with new receivers being obtained
by the user community.  (The fault occurs if there is any [MF]
version stored other than 01.00.)  Exactly which receivers are
involved where this problem might show up from is unknown, but
today's report involves a Javad GNSS DELTA-G3T.

The good news for everyone is that we will be trying very hard to
get the next official teqc release out by mid-October.  If any Javad
users need a build with the above fix for reading newer .jps data
sooner than that, please let me know.
