[teqc] strange Leica 1200 conversion

(for everyone's benefit, I've had some off-line discussions and this
email is just to summarize)

Here teqc is clearly finding duplicate SV listings in certain epochs
and removing the duplicates, and there also appear to be missing epochs.
I agree that there's probably not much to worry about here as far as
the RINEX that is produced is concerned.

Clearly we need to find out what's going on in these epochs. I'll
need some sample to examine.

If the problem can be isolated to a small enough chunk of the full
300 Mb file, I'd be willing to look at, say, 1 Mb worth.
