[teqc] Rinex Conversion 3.x to 2.xx

Well, teqc doesn't read 3.xx (yet -- though conversion of 3.00 to
2.11 would be possible) and there's no other tool at UNAVCO that
will convert 3.xx to 2.xx.

Maybe contact gpstech at unavco.org -- which is a wider GNSS group
than just teqc users.

I have to ask, though: is this just a hypothetical question, or
is there some source of RINEX 3.xx that doesn't have a 2.xx
equivalent?
