[teqc] Rinex Conversion 3.x to 2.xx

Thanks Lou,

I was supplied the Rinex files then found they were 3.00 

The origin of this data is a NetR5 and probably converted using the Trimble Convert To Rinex - 
TBC utility which does support 2.1x so hopefully they will still have the original receiver files?
