[teqc] Rinex Conversion 3.x to 2.xx

The .t01 files I have checked on and are still available so will acquire these in due course and
convert them myself.
The Rinex 3.00 versions were created with the Trimble cnvtToRINEX utility version 2.00.8
One other thing I had not noticed before is that even though the Obs file is verison 3.00 the GPS(n)
* Glonass(g) nav files are both Rinex 2.10
