Well, the commands you are running are correct ...
Send the first 100 or so lines of tmp.err executing:
teqc +diag -O.obs - ++out tmp.err ++err tmp.err 10hz.ubx
This will show which UBX records that teqc is finding mixed with
the RINEX obs header and then the lines of RINEX epoch time tag/SV
listings. Maybe then we can see what is going on.
