Currently, there is no PRN validation in teqc when reading Leica MDB format (and
never has been) -- mainly because I've never gotten an indication (until now) that
invalid PRN values occasionally showed up in MDB data epochs.

Given Justin's response, I'll keep the teqc code as it is for the time being,
i.e. no PRN validation done when reading Leica MDB format.
