[teqc] Older versions of TEQC

For all practical purposes, all format reading capability that is in
older versions of teqc is in the latest version.  For LB2, you should
try:

teqc -leica lb2 +meta file.lb2

and if you get reasonable metadata, try:

teqc -leica lb2 +nav tmp.gps +obs tmp.obs file.lb2

and see what's in the RINEX files tmp.obs and tmp.gps.
