[teqc] new Notice message when reading Trimble RT17 with L2C data

Dear teqc users,

This is mainly for all of you who use teqc to read or translate
Trimble data and are using Trimble's older RT17 data payload,
either the .dat file structure or in Trimble's binary stream format
(record 0x57 type 0).  In the next release of teqc a "! Notice ! ..."
message will occur if the RT17 contains L2C data and you are
not using the '+C2' option or '-O.obs' with C2 in the observable
list:

! Notice ! file '<filename>' contains C2 data; use option '+C2' or '-O.obs <obs list>' including C2 in <obs list> to extract

i.e. extraction of RINEX C2 (the L2C code pseudorange) is not
done by teqc by default, and a lot of Trimble users now seem
to be accidentally or intentionally tracking L2C on the old
receivers without knowing how to get at the C2 observable with
teqc, and without realizing that tracking L2C thus prevents
logging of L2P(Y) data in RT17.  The above message is a reminder
of how to get at the RINEX C2.  And the message applies for
all the recent versions of teqc, like the one you are probably
using right now.

If you are using Trimble's newer RT27 data payload, either
the .tgd file structure or in Trimble's binary stream format
(record 0x57 type 6), the same is still true: use option '+C2'
or '-O.obs <obs list>' including C2 in <obs list> to extract C2 --
but you won't get the "Notice" message.  I'm assuming that if
you using RT27 you know what you are doing. :)
