Looks like you are into new B-file territory.  The start of the RINEX file

There _is_ L1 and L2 data for the GPS SVs -- which is covered in the meager
ancient documentation that I have for the Ashtech B-file format.  However, look
at the PRNs of the first two SVs that are missing phase data: "G48" and "G51" --
which are not valid GPS PRNs.  From the C1 pseudorange values, it looks like
these are supposed to be SBAS.  SBAS was not part of the B-file format when
it was written into the teqc code, and I have no documentation on this apparently
more recent addition to the B-file format.

A couple of minor notes:

One should only attempt a translation of Ashtech B/E/S/D/... filesets using
the B-file, e.g. in your case `teqc +smooth B7277B10.105 > test.01o`.  I
have no idea what a W-file is, so the result of `teqc +smooth W7277B10.105 > test.01o`
is undefined.

Also, normally, in our community we prefer to not have smoothed observables,
so `teqc B7277B10.105 > test.01o` will yield nominally the same RINEX with
the raw pseudorange values.

Also, please only send _small_ attachments to the teqc list.  There is an
automatic block if an email exceeds 40 KB.
