[teqc] teqc spliced 1sec RINEX bug ... ?

Testing on a couple of new executables by Dr. Sibthorpe and myself
suggest this has been fixed.  So if anyone else is:

* doing RINEX splicing
* doing time windowing with '-e'
* using using '-phc'
