[teqc] option '-O.sum .' doesn't work on Ashtech B-file

Ah, it works if you supply the observable list that you want to summarize,
e.g.:

teqc -O.obs l1+l2+c1+p1+p2 -O.sum . B445ZA09.186

works just fine.  The "problem" is that there is not an early default
observable list for an arbitrary B-file; teqc establishes a
default observable list later once it's opened up the B-file a bit.

So you might run into the same problem using '-O.sum .' for another
format.  If so, just supply an observable list using the '-O.obs' option.

I'll try to figure out a sensible failover if using '-O.sum .'.
