[teqc] status of full qc of Beidou/Compass

hi everyone,

This is a brief(*) status of adding full qc of Beidou/Compass data to teqc,
part of which ends up also extending the qc of Galileo, QZSS (LEX, L1C, L1-SAIF),
and GLONASS-K G3 (carrier centered at 1202.025 MHz) when applicable.  Here
I'm using the extended RINEX 2.11 as mentioned in the last two teqc release
notes, the last being http://postal.unavco.org/pipermail/teqc/2013/001492.html

First, the symbols in the ASCII time plot are now a little richer and
the data indicators 'y', 'o', ..., 'c', '.' are found with a new, more robust
internal algorithm (which finds the "best" data indicator for each SV at each epoch
but then the "worst" indicator for that SV for all epochs in that column
will also be found).

Second, I have a preliminary decoding of Beidou/Compass ephemerides from
Trimble .tgd data (although awaiting confirmation or any need for correction
from Trimble) and are using these in teqc for GEO, IGSO, and MEO SVs.
However, something may be amiss because the current Beidou/Compass nav
translation and only Beidou/Compass data, the position that I obtain wanders
around quite a bit and is often different from the expected position by
multiple kilometers.   But it's good enough for approximate elevation and
azimuth values in the qc at this point.

Third, the research group at Curtin University, Perth, Australia, kindly
provided a sample daily NetR9 .t02 file with 1-second sampling.  There were
navigation messages for all tracked SVs except for Galileo.  Decimating
the data down to 30-second sampling, it has the following observables:

Recall that C01 - C05 are geostationary (the 'GEO' SVs of Beidou/Compass) so
if they are visible at all they should be visible for the full day ... which
they are.

The 'n' indicator for the Beidou/Compass SVs is good and the occasional 'c'
at low elevation (i.e. just tracking of B1/E2 for an epoch or so).  There are
a few multipath slips indicated with 'Q' and 'T' at low elevations.  Also,
there's a few '-' at some of the rising and setting of the IGSO and MEO SVs
indicating that the NetR9 was not quite able to track down to 0 degrees
(as one might expect) and that the orbit calculation is generally about right.

One obvious bug:

Moving average MP18     : 0.000000 m
Moving average MP81     : 0.000000 m

These should be non-zero.

So, there you have it: some progress.
