[teqc] next official version of teqc on-line (2015 Nov 6)

The next official version -- 2015Nov6 -- of teqc is on-line:
http://www.unavco.org/software/data-processing/teqc/teqc.html#executables
As usual, save a copy of your current executable in case there
is some unexpected problem with the new executable.

The main changes and fixes since 2015 Jun 23 are given in detail in:
http://www.unavco.org/software/data-processing/teqc/log/log.html
but here's a very brief summary:

- This release fixes (from all testing done so far) the GLONASS qc bug for
32- and 64-bit builds of Windows that was in Windows builds of the 2015Jun23
version.

- This release uses the new option paradigm for the options:
      +rx_state, ++rx_state
      +events, ++events
      +slips, ++slips
      +eds, ++eds
... so please consult `teqc +help` if you use any of these options, e.g.
[136] teqc +help | grep event
         +event[s] .          output any event info to stdout
         +event[s] ..         output any event info to stderr
         +event[s] name       output any event info to file 'name'
         ++event[s] name      append any event info to file 'name'
         -event[s]            don't output event info (default)
(Note: One cannot name a file '.' or '..', so hence the reason for the
selection of these ASCII patterns to represent standard out and standard error,
respectively.)

- This release has two builds for Raspberry Pi:
     teqc_rpi.zip   - dynamically-linked
     teqc_rpi_s.zip - statically-linked
   (to test, just try to run `teqc +id` -- if that works, you should
   be able to use that build for teqc commands; if not, try the other build)

- As part of the qc process, this release will detect and report any
unhealthy SVs as per the health fields in the navigation messages (if the
navigation messages are available).

- This release has the over-loaded options, +O.px and +O.pg, which if
used during qc will fix the antenna position to the specified WGS-84 location
instead of trying to solve for the antenna position, e.g. from `teqc +help`

-O.px[WGS84xyz,m] x y z  set RINEX OBS header antenna WGS 84 position to x y z (meters)
+O.px[WGS84xyz,m] x y z  same as -O.px[WGS84xyz,m], but also fixes antenna position for qc
-O.pg[eo,ddm] lat lon el set RINEX OBS header antenna WGS 84 position to lat lon elevation (deg deg meters)
+O.pg[eo,ddm] lat lon el same as -O.pg[eo,ddm], but also fixes antenna position for qc

Among other uses, +O.px or +O.pg allows the user to fully qc a small number of SVs,
including just one SV if so desired.
