For some mis-formatted RINEX problems, `teqc +relax quasiRINEX_in > RINEX_out` works, but
for correcting more than 12 SVs in the SV list, I don't think the option '+relax' works.
(For reading mis-formatted RINEX, '+relax' relaxes a few of the RINEX specifications
to allow the file to be read.) The manufacturer definitely should be informed of the problem.
