[teqc] Navsat navigation file empty on some -leica mdb files

Nicolas,

In your script that generates the RINEX files from the raw data, check
to see if any of resulting RINEX files -- esp. the RINEX nav files --
are zero length. If so, remove them.  This means that there was no
corresponding navigation information in the input raw data.
