[teqc] problem with teqc -R

Yes, the 2015Nov6 version had this problem if the phase values were too large.
In http://postal.unavco.org/pipermail/teqc/2016/002057.html for the 2016Apr1
version, note:

"- This releases fixes the bug introduced on 11 Sep 2015 -- and was therefore
in the 2015 Nov 6 release -- which could result in a segmentation or memory
fault when both reading and outputting certain RINEX observation files.
(The occurrence was dependent on the size of the phase values.)"

And you are attempting exactly that: to read and output a RINEX observation file.

(For some odd reason, this was more likely to occur with GLONASS data, but
it did not occur with all GLONASS data and GLONASS was not necessarily the
only constellation where this might occur.  It was strictly a matter of
the size of the absolute value of the phase values.)
