[teqc] Stuart Wier's retirement from UNAVCO

As some of you know, Stu Weir has been at UNAVCO for about the last 12 years.
Tomorrow (or today, if you are waking up and reading this), 20 May, is Stu's
Stu started helping with various aspects of teqc back in early 2009. His
contributions included developing the current code used for GLONASS orbits,
numerous bugs fixes, testing, putting together several cross-compilers on
Linux for other operating systems (such as the Mingw compiler for 64-bit
Windows), user documentation for teqc, helping to answer questions sent to
this list, and so on. All of this was in addition to his other assignments,
several of which, like the Geodesy Seamless Archives Centers (GSAC) project
and the Dataworks for GNSS project (which uses GSAC) are also quite
international and absorbed a good deal of Stu's time in the last few years.
In addition, in his own spare time, Stu created teqcplot.py which reads the
COMPACT3 qc files from teqc (version 2013Oct28 or later) and creates various
plots from them; see http://www.westernexplorers.us/GNSSplotters/ Very handy!
Stu has quite a few projects in mind for retirement, and in one of them GPS
and GNSS will resurface. (But I'm not going to spoil the surprise.)
