[teqc] JAVAD GNSS JPS translation issue: SBAS and Galileo pseudoranges and phases

Update on this topic ...

The first firmware which has this issue for SBAS and Galileo using the JPS messages
listed below is 3.6.0.  The latest stable firmware is 3.5.13 in which this change
should not exist.  (The last beta firmware that Javad has online is 3.6.7, so this
is definitely effected.)

I believe I now have the development teqc code dealing with this change by firmware
number.  In addition, the development teqc code has been rewritten to deal with
new reference messages [rx] and [DX] (and a couple other related messages).

Hopefully, I'll be able to release a stable version of teqc before 3.6.X versions
of Javad firmware start to be released as "stable".
