[teqc] Conversion of Leica MDB with receiver firmware v. 7.01

All,

Sam Doyle sent me the MDB file in question and it turns out it did not contain
any MDB records 119 -- which are what are needed to store the GNSS observation
data.  For modern Leica receivers and fairly modern firmware, if no records 119,
then no RINEX obs.

So there is no problem using teqc with Leica firmware v7.01.  In fact, Leica
informs me that fw v7.01 is 8 years old and that Leica users should be using
fw v9.20 or at least fw v8.71.  And teqc, as far as I know, is fully up to
speed for MDB from all these firmware versions.
