This week's tip: GPS L2C navigation messages

Apparently, GPS L2C navigation messages are causing consternation and/or
confusion among some groups tracking and/or using GPS L2C, the main issue
being the ToE (time of ephemeris) and ToC (time of clock) epoch times.

GPS L1C/A navigation messages are typically for epochs about every two hours;
most for ToE/ToC of XXh:00m:00s, where XX is an even hour.  However, about a
fifth of the ToE/ToC epochs are at N*16 seconds previous to the hour, where
N = 1, 2, 3, 4.... 224 (the highest N values are possible, but probably very
rarely used, if ever).  For example: (XX-1)h:59m:44s, (XX-1)h:59m:28s,
(XX-1):59m:12s, (XX-1):58m:56s, ...   The following email from 2012 has a bit

(The 16 seconds occurs because this is 1 LSB of the transmitted ToE value.)
The GPS ICD background for this can be found in Section 20.3.4.5 of, say,
version H: https://www.gps.gov/technical/icwg/IS-GPS-200H.pdf  From this you
learn that the messages with N != 0 ToE/ToC epochs are for upload cutovers
for that SV.

GPS L2C navigation messages, from what I've noticed for the last year or so,
have ToE/ToC typically 30 or 35 minutes or so earlier than XXh:00m:00s, most
at (XX-1)h:30m:00s and some at (XX-1)h:25m:00s.  (There might be values at other
ToE/ToC epochs. If anyone knows for certain, please email this list.)  Versions
of teqc prior to 2017 March 23 were eliminating these GPS L2C navigation messages,
but from 2017 March 23 onward letting them through (if nothing else appeared to be
wrong).

Also, from all of my testing, the other L2C navigation values in these messages
are fine for using to compute the GPS SV's position.  In fact, here at UNAVCO,
we've been routinely translating and using GPS L2C navigation messages (if they
occur in the incoming data), mixed in with GPS L1C/A navigation messages, since
mid-May of this year.
