This week's tip: the reported interval with '+meta' for a RINEX obs file

The '+meta' option, to obtain metadata from a raw or RINEX file, was covered in

If neither the '-O.int' or the '-O.dec' option is being used, the 'meta' option
(as part of its output) reports the minimum sampling interval found.  When
reading a RINEX observation file, what is shown depends on the situation:

- If the optional INTERVAL header line is present and equal to or less than
the actual sampling interval between observation epochs, the value given in the
header line is output (along with a Notice message at each observation epoch
where the sampling interval increased from the header value, plus, if the
INTERVAL value is less than the actual sampling interval, an indication of
many missing data epochs in the '+meta' results).

- If the optional INTERVAL header line is present and is greater than the actual
sampling interval between observation epochs, the smallest interval found between
consecutive observation epochs is output (along with a single Notice indicating
that the sampling interval decreased from the header value).

- If the optional INTERVAL header line is not present, then smallest interval
found between consecutive observation epochs is output.

The confusing case might be the first one above.  The reason is that if the
optional INTERVAL header line is present and the value shown is smaller than
what one would deduce from the observation epochs, the header value is still
taken to be the intended truth.  (I.e. someone has to go to special effort to
put in a header line that is not required; therefore, the value given is taken
as the intended truth.)

Now, what if '-O.int' or '-O.dec' options are being used in addition to '+meta'?
(And this is a situation that is not recommended).  Here you are really going
to special effort to specify the sampling interval, and teqc will report the
value from the '-O.int' or '-O.dec' option as the truth, i.e. it assumes you
really know what you are talking about.  In fact, teqc in this case will not
even bother reading the individual observation epochs to determine if your
specified value is correct or not.
