This week's tip: the '-N.dUTC' options

This week's helpful tip is the flip side of tip of week 1966 about the '+UTC_p' options:

you are trying to extract the delta UTC parameters from the input.  With '-N.dUTC'
(or '+N.dUTC') you are trying to set the delta UTC parameters for a RINEX nav translation:

These options were added in May 2017 (first showing up in the 2 July 2017 official version),
generalizing for all the GNSS systems, and thus replacing the previous '-N.UTC' option which
was only for GPS.  (That's the main reason for this 'tip of week'.  This was a significant
change to this particular RINEX nav editing option.)

Note that you can do this for any of the seven GNSS constellations, where the first parameter
of the '-N.dUTC' option is a key to tell teqc which constellation is being specified.

Also note the time base in GPS time (GPST), except for GLONASS and Beidou.

For GLONASS, you specify -tauC (which is analogous to A0 for the other systems).
And instead of specifying a time of week and a week value, you specify the date
in UTC(SU) by year, month, and day; see, for example, the 'CORR TO SYSTEM TIME' field
in Table A10 in the RINEX 2.11 spec ftp://igs.org/pub/data/format/rinex211.txt

For SBAS, you also need to specify the subset of SBAS (e.g. WAAS, EGNOS, MSAS, ...) and
the UTC identifier (0-6).  See, for example, the 'D-UTC A0,A1,T,W,S,U' field in Table A15
in the RINEX 2.11 spec (same link as above).
