[teqc] helpful tip of week 1983

This week's tip: thing #4 allowed in RINEX that you should avoid ...

... or at least not count on.

4) a receiver clock offset per epoch:  We return to the optional receiver
clock offset which might be at the end of the EPOCH/SAT line (discussed in
last week's tip https://postal.unavco.org/pipermail/teqc/2018/002392.html):

My interpretation is that this field should contain the receiver clock offset
that the receiver itself has reported for the clock offset, and should not be
a calculated quantity from an external converter.

(In order for the receiver clock offset value to be from a converter, the converter
would have to include a processing engine with access to the SVs' ephemerides
and compute the receiver clock offset, along with the antenna position, at each
epoch from the epoch time and the SVs' pseudoranges (and maybe phases as well).
In which case, what would be the purpose of outputting RINEX so that something
else can read that RINEX and do this process all over again?  It's enough that
the receiver firmware is doing this.)

The point is that the receiver clock offset at each epoch might not be available,
depending on the format, receiver settings for output of that format, and so on.

Hence, when converting a raw format to RINEX or BINEX, the output of the receiver
clock offset is not enabled by default:

         +rx_clk_off[set]     include receiver clock offset to RINEX OBS and certain BINEX
         -rx_clk_off[set]     don't include receiver clock offset (default)

In which formats, that teqc can read, might receiver clock offsets be available
with each epoch's observable data?  The current list is:

	- Ashtech B-file
	- Ashtech R-file w/ record 9
	- Ashtech MBEN/PBEN stream
	- BINEX 0x7f
	- JPL SOC
	- Javad JPS
	- Motorola Oncore binary
	- Topcon TPS
	- Trimble .dat/.tgd
	- Trimble RT17/RT27 stream

Notice that this is hardly the full list of raw formats that teqc is capable of
reading: http://www.unavco.org/software/data-processing/teqc/teqc.html#overview
Also, for even these formats, whether or not the receiver clock offset is even
present may depend on receiver settings.

(Note: In principle, it might also be possible to get the receiver clock offset
from:
	- Leica MDB
	- Septentrio Binary Format (SBF)
	- u-blox UBX
but for these formats, the receiver clock offset is not stored with the epoch
observables, so getting the receiver clock offset for RINEX obs would require
some significant re-tooling of reading these formats in teqc.  However, if the
pertinent records/messages are available, you can get the receiver clock offset
as part of the output from the '+psp' options; see tip of the week

But the main tip this week is that you should not get in the habit of depending on
the receiver clock offset being available, especially in RINEX.
