This week's tip: the '+x_tilt' options

The '+x_tilt' options, available (fixed) in the 2018Mar15 version, are for
outputting any external tilt measurements that might be in the raw data being
read by teqc:

[54] teqc +help | grep x_tilt
         +x_tilt .            output any external tilt data to stdout
         +x_tilt ..           output any external tilt data to stderr
         +x_tilt name         output any external tilt data to file 'name'
         ++x_tilt name        append any external tilt data to file 'name'
         -x_tilt              don't output external tilt data (default)

where the command options above follow the same form as several other options that have
been discussed so far for outputting special parameters, such as '+eds', '+rx_state',
'+psp', '+diag', '+dUTC_p', and '+ion_p' discussed in earlier tips of the week.

Currently, the tilt data must be in an YXXDR NMEA string to be detected and be
where the format normally stores external data strings (e.g. see tip of week
on '+eds' options https://postal.unavco.org/pipermail/teqc/2017/002317.html).

The tilt meters used in the Plate Boundary Observatory (PBO) output
NMEA XDR strings with the tilt components in units of microradians and the
tilt sensor temperature in degrees Celsius.

A typical output of the '+x_tilt' option for a PBO site, using a real data file:

Here we are sending the '+x_tilt' output to stdout and suppressing the conversion
of any GNSS data to RINEX obs in stdout with the '+mds' option (e.g. see tip of
the week https://postal.unavco.org/pipermail/teqc/2016/002108.html, with the
result of '+mds' showing up at the end).  The time shown is GPS time.

The tilt sensors used by PBO reach a maximum limit around +/-330 microradians,
so the East tilt component above is at that limit.
