This week's tip: qc: teqc's qc 'full' point-position (PP) and the antenna 'height'

The tip this week should be relatively straightforward: teqc's PP during a qc 'full'
operation is for the antenna, or, more specifically, for the average phase center of
the antenna for all the signal frequencies involved.

Therefore the returned PP does not account for the antenna 'height' above a survey
point to the antenna reference point (ARP) or the difference in height between the
ARP and the phase center of the antenna.  (If you are unfamiliar with the ARP of
your antenna, see e.g. ftp://igs.org/pub/station/general/antenna.gra )

The main reason (besides sheer laziness on my part) is that one wants to compute
each SV's elevation and azimuth for a given epoch from the phase center of the antenna,
not from the survey point below the antenna.  Not that there would be a noticeable
difference of practical value, but doing so would introduce yet another piece of
(essentially unnecessary) bookkeeping (from the point-of-view of a "quality check").

With versions of teqc prior to 2018Mar15, making such a distinction wasn't really
pertinent, given that the older PPs were pretty sloppy.

However, if the antenna height is significantly non-zero, say in the 1-meter or more
range, with PP from the qc full of the 2018Mar15 version , one might need to account
for the antenna height in order to get the most of teqc's PP, keeping in mind that teqc's
PP is now around 15.5-16.5 meters too high (which statically has been noted for
24-hrs worth of data) mainly due to neglecting signal slowing in the ionosphere.  So
accounting for a 1-meter or more antenna height would make some sense if trying to
use teqc's PP, after removing 16 meters from teqc's PP height, to get a better estimate
of the position of the actual survey point.

(Note: Accounting for or worrying about the additional distance from the ARP to the
phase center of the antenna almost certainly isn't warranted for a PP from teqc
because that distance -- typically on the order of millimeters to centimeters --
would certainly just be noise in teqc's PP.)
