[teqc] teqc and "recent" rt27 format change

Hi,

no I have not tested it yet...

I would prefer to make sure that teqc is ready to handle the change 
before doing the upgrade as the station is included in french CORS and I 
would prefer not needding to handle upgrade / teqc fail / downgrade 
event sequence

Do you think you are able to ask Trimble some data sample under your NDA 
regarding RT27 format and check hw teqc behaves ?
