[teqc] Rinex 2.12 Galileo navigation files?

A RINEX 2.12 was never officially adopted, so the link below contains who knows what.

The file format in the sample below from "GR50 V4.31" looks like it is formatted
according to RINEX 3.xx specifications, which teqc does not support.

In order to do something with navigation messages from Galileo, Beidou, QZSS, and
IRNSS, an unofficial extension of 2.11 was adopted by me for these constellations.
The beginning of such a file for Galileo nav messages might look like the following:

(These are labeled as "2.12" just to keep them distinct from official RINEX 2.11
but is formatted exactly the same as the other navigation messages in 2.11 --
and all of this was being introduced into teqc back in the late days of GIOVE and
early days of Galileo, circa 2010 - 2012.)  Teqc will read the above just fine.

To use the translated nav information from the Leica GR50, you're going to have
to reformat it.
